Town Lot 6 was granted 5 September 1829 to Edward Barrett-Lennard. [[../people/dixonwilliam.html|William Dixon]] was the licensee, in 1830, of the George IV Public House, which was on the SW corner of High and Cliff Streets. A house on the lot was later occupied by W.F. Samson c. 1881-1900. (Lambert)

We have an exact date for this Fremantle Library photo no. 4753: 27 October 1900. The [[../hotels/p&o.html|P&O Hotel]] (1901) has not yet been built; nor has [[dalgetybondstore.html|Dalgety's warehouse]] (also 1901). Samson's house is towards the right, next to the police station, the building on the front right of the photograph. Fremantle Library caption:

The rear of W.F. Samson's house is near the centre of this c. 1901 photo, taken probably from the Round House steps. On the right is the police station. Samson's house faces the 1899 Bank of NSW, beyond which Owston's buildings have not yet been built, tho the P&O Hotel is now prominent near the centre of the photo. The Fremantle Hotel is diagonally opposite the house, still with its spire. The tramway carbarn will replace the police station within five years. FHC photo #1038 with this caption:

The railway line is in the foreground with Dalgety's Building, completed November 1901 on the left. The architect was J Talbot Hobbs. Beyond is the [[../hotels/fremantlehotel.html|Hotel Fremantle]] (1898) and in the centre background is the [[townhall.html|Town Hall]]. The turreted building on the right of the Town Hall is the [[../hotels/p&o.html|P&O Hotel]] (1901). At the front left [sic: should be right] is the Police Quarters, demolished in 1905 for the Tramways Car Barn. Beyond this are the home and garden of W F Samson and the Bank of New South Wales (1899).

In 1976, FHC photo #[http://cdm16702.contentdm.oclc.org/cdm/singleitem/collection/myfirst/id/1248/rec/1 990A], taken by Noel Doyle, shows that Samson's house is long gone, and the trams are no longer running. Both the Fremantle and P&O Hotels have lost their spires. (Why? Can they be put back, please?) Here's the FHC caption:

High Street looking East: on the rightfront is the Carbarn built in 1905 for the Fremantle Municipal Tramways and Electric Lighting Board. Next is the vacant lot which is the site of W F Samson's home, c1885-1955. These two properties were at the time of the photo being incorporated into the Marina Village development. Also on the right is Owston's Building, built on the site of the old Sandovers premises in 1903 and the original Bank of New South Wales, built 1899.

Since then, the Samson site has been cleared and is used as a carpark. The carbarn retains its facade, with new commercial premises on the ground floor and four floors of new Marina Village apartments above that.

THE university of Notre Dame is planning a new building on the south west corner of Cliff and High Streets, home of Fremantle’s famous “Wedding Wall”. 
They will reveal their plans at an information session on Monday, 3.30pm at Fairweathers, the old Fremantle Hotel diagonally opposite the proposed site. 
The university told the Chook it would keep the facade (which is frequently draped in bridal parties lining up for wedding snaps), but were keeping tight-lipped on any other detail.

William Frederick Samson’s house was built on the proposed site in 1855. 
It was demolished by Elder Smith in 1954 and from 1976 onwards was part of the Marina Village development, and these days the site behind the wall is a carpark. 
The Mediterranean Shipping Company recently opened its well-received new HQ on Cliff Street, a few doors down.

NOTRE DAME UNIVERSITY is playing hardball over the height of its planned $17 million nursing and midwifery school in Fremantle’s West End. 
Next week the uni will submit a proposal to Fremantle council for a five-storey school at the south-west corner of Cliff and High Streets, despite the town planning scheme only permitting four storeys in the heritage precinct. 
When the five storey plan was first unveiled at a public meeting last month, Fremantle mayor Brad Pettitt said the height would be 'challenging' for council, but after consulting with the WA Heritage Council the university has decided to press forward.

'There are very few scenarios where we approve that sort of height in the West End,' says Dr Pettitt. 'But we take every case on its merits and will have to look at how far the fifth storey is set back. 
'I know city officers were concerned it could be visible from the street and we’ll need to look at that very closely.' 
The upper floors of the planned building will be home to the nursing and midwifery school and the ground floor will include a 200-seat theatre, a small cafe/bar on High Street, and retail on Cliff Street, accessible through the heritage 'Wedding wall' facade. 
Notre Dame released its controversial plan on the same day WA heritage minister Albert Jacob announced that Fremantle’s West End would be added to the state heritage register to provide more protection.

Fremantle Council has put pages with drawings of the proposed building [http://mysay.fremantle.wa.gov.au/3-high-street/photos/31535 here]. Note that the drawings show the spire on the top of the Fremantle Hotel - which was [removed many years ago - giving a false impression of height relationships.

			'''Mills and Wares Warehouse''' is a two-storey building on the corner of [[Croke Lane]] and [[Little High Street]]. It was formerly used by the [[Mills and Ware]] company, and is now residential and connected to the [[tramways]]' [[carbarn]] at 1 [[High Street]].

			The warehouse was designed by [[J.J. Talbot Hobbs]], and possibly was constructed in [[1891]]. The [[rates books]] "refer to an office/warehouse in 1893-1902 owned by Dalgety and Co."{{ref inherit\|865}}

			In 1933 the warehouse bought by [[Western Star Milling]] and converted for use as a mill until about [[1973]]. A store (designed by [[Allen & Nicholas]]) was added to the rear of the building in [[1946]].{{ref inherit\|865}}

			In about [[1966]] Mills and Ware bought it, and it's named after them ever since.

Small in stature but well read, articulate and fiery, he was also Western Australia’s best-known communist. Born in South Melbourne in 1908, he moved to Fremantle with his family during the First World War and attended the local Christian Brothers’ College. Upon leaving school he was employed in various kinds of manual labour until he became a seaman with the State Shipping Service in 1924. Prolonged periods of unemployment during the Great Depression help form his views on politics and social justice. He was elected an official of the Coastal Dock, Rivers and Harbour Works Union of Workers in 1944 and became secretary in 1948. He also served as secretary of the Maritime Services Union, helped establish the WA branch of the Federated Miscellaneous Workers Union and in 1963 was a founder of the WA Trades and Labour Council. Active in the peace movement and strong supporter of Aboriginal rights, Paddy was also known for his open-handed generosity. He retired in 1973 and died in 1978. From the crossed oars and the date on the pennant (which I think says CHAMPIONS 1939), I'm guessing they were playing for a dance to celebrate the end of the rowing season in 1939. FRC might stand for Fremantle Rowing Club, and they might be playing in the Fremantle Town Hall, or maybe the Victoria Hall. 
Jack Sue lived in Kalamunda in a two-storey house with views of the city and a huge aquarium. He had a shop in Hay Street Perth before moving to Midland.

DISTURBANCE AT SOUTH BEACH 
Young Men Fined. 
In the Tremantle Police Court yesterday, before Mr. H. J. Craig, R.M., Alfred Hines, the lessee of the Hydrodrome, South Fremantle, charged Thomas Brady (25) with having assaulted him, and charged Thomas Angove (20) with having used insulting language towards him. Brady and Angove charged Bert Hines, brother of Alfred Hines, with having assaulted them. Brady and Angove, who pleaded not guilty, were represented by Mr. J. D. Moss. Mr. F. G. Unmack appeared for the Hines brothers. 
It was alleged that on January 13 Brady and Angove rode up to the Hydrodrome on bicycles, on to a footpath, and were warned by Alfred Hines to be careful, as the practice was forbidden. Angove answered him with offensive language. Later Brady punched Hines without provocation. Bert Hines went to his brother's assistance and a struggle ensued, which was ended when a third brother intervened. Alfred Hines telephoned for the police, and Angove and Brady disappeared. The Hines brothers chased them in a motor truck, and, in company with Constable Stewart, found them in Wardie-road. As the truck was travelling the road, Angove jumped on to the running board and used filthy language. 
The evidence for the defence was that the Hines brothers were the aggressors. Accused said that they heard Bert Hines threaten to shoot Angove and that when the truck caught up to them Alfred Hines pulled a revolver from beneath the seat of the truck, but a man in the vicinity caught hold of his hand, and pushed the revolver under the seat again. Angove denied having used obscene language at any stage of the incident, and said that Alfred Hines had misunderstood him, wit the result that the disturbance arose. 
The Magistrate fined Brady £10, and Angove £3, with £4/5/6 costs each. The charge against Hines was struck out. 'It is about time that steps were taken to make the place decent,' said the Magistrate, commenting on the behaviour of certain persons at South Beach. 'It is a place for the public, not for larrikins like you to make a rumpus. Women and children frequent the place, and men of your type should not go down there."

	Dr Cowcher was a significant early settler of Guildford for two possible reasons. According to Michael Bourke, he opened the first hotel there (Hasluck writes that it was Dodds at the [[../hotels/cleikum.html\|Cleikum Inn]]), and also ran the first ferry.

	Among the early settlers on the Swan there were at least six doctors of medicine: Dr Whatley and Dr Harris on the east side of the river, Dr [[milligan.html\|Milligan]] and Dr Hinds on the west side, and Dr Foley and Dr Cowcher in [[../places/guildford.html\|Guildford]]. (Bourke 1987: 39.)

	~~In May and June [1830] allotments were assigned to~~ George and Sarah Best, Dr Robert Foley and Dr George Cowcher. Dr Cowcher had arrived in the colony with a very meagre supply of goods and capital. He was apparently one of those whom Stirling had described as ‘helpless and inefficient’, for it was not long before he was forced to apply to the Government for a loan, and for several years he and his family lived mainly on rations supplied by the Government. After settling in Guildford with his large family he began building a temporary house which, when completed, he opened to the public as the ‘Guildford Hotel’. This was the first hotel in Guildford. (Bourke 1987: 46.)

	~~In May 1831 the Government Resident of Guildford reported to the Colonial Secretary that the ferry boat was nearly ready:<br />~~
	I expect the Boat for the Ferry to be completed in a few days which shall be given according to His Excellency’s directions to Dr Cowcher. His House is well situated for the purpose and he promises to keep sufficient attendance always ready. I am sure it will benefit him as he has a large Family to support. (Bourke 1987: 55-56.)

	Dr Cowcher was given the right to operate the Guildford ferry and to receive the ferry tolls for a period of twelve months from May 1831. As a concession to his reduced circumstances he was not required to pay rent for the ferry licence.<br />
	The ferry was put into operation about the end of June 1831. It travelled between a landing on the river bank at the end of Bridge Street, Guildford, to the opposite bank below James Dodds’ house. From there the beginnings of a road led to the town of Perth and another led northwards on the west side of the river to ‘Henley Park’ and Ellen’s Brook. ...<br />
	Lack of money caused various residents of Guildford in 1831 to apply to the Government for loans. In February 1831, Dr Cowcher applied to the Lieutenant-Governor for a loan of about thirty pounds ‘to enable him to lay in a sufficient store with advantage for his numerous family’. (The large size of the Doctor’s family was mentioned in nearly every letter from or concerning him. Dr Cowcher had in fact seven children in 1831—four girls and three boys, A further son was born in 1834. At some time during or after 1834, the family moved to Fremantle, where Dr Cowcher continued to follow his profession as surgeon and apothecary. He died in Fremantle in 1840. After the later 1840s some of his descendants became well-known settlers in the Dandalup, Williams and other districts of the colony.) Not being at that time acquainted with Dr Cowcher, the Lieutenant-Governor asked Captain Whitfield to report whether he considered the loan would be well applied. Whitfield replied:<br />
	As Government Resident here I am happy to say Dr Cowcher seems most anxious to do every thing in his power for the settlement. He is building an extensive House for a Hotel. The present one is conducted as well as circumstances will admit. The accommodation which you offer will be of service to him, and I have every reason to suppose will be well applied. He has a large Family depending on his efforts for support. (Bourke 1987: 56-57.)

	~~In June 1831 Dr~~ Cowcher wrote to the Colonial Secretary complaining that Captain Whitfield had refused to hand over the flour ordered by the Lieutenant-Governor to be delivered to him. The reason was that Dr Cowcher was in debt to Whitfield. In his letter Cowcher added that Whitfield, although not having a licence to sell spirits, had been selling rum to soldiers travelling on the ferry. A week later nothing had been done about the matter, and Captain Whitfield was still refusing to hand over the flour, so Dr Cowcher wrote again to the Colonial Secretary as follows:<br />
	Having wrote to you respecting Captain Whitfield this day week and not hearing from you I beg leave to again address you that he (Captain Whitfield) has detained the whole of the Flour his Excellency was so kind as to advance me and my Family because there is a small Bill between us and his charge of 15/- Freight from Perth, for I do not imagine the Governor would give sanction to the detention of the Flour till I have prayed him to see a Family of seven Children in want of Bread, and one of those nearly a Cripple from taking Cold and want of proper nourishment for her and I should feel happy if I procure a little Soup as she is scarce able to take any nourishment. We have been obliged to borrow of our Neighbours for the last Week, therefore I trust His Excellency will have still the goodness to order the Govt Resident to give up the Flour for the Benefit of my Family as we are truly distressed for it. An early attention to it will confer an Obligation on a large Family.<br />
	The Colonial Secretary on receiving this letter, wrote to Captain Whitfield ordering him to hand over the flour to Dr Cowcher, saying that the issue had been made expressly for the future maintenance of the Doctor’s family and not for the purpose of paying any of his private debts. Ignoring these instructions, Captain Whitfield continued to refuse to hand over the flour, and three days later Dr Cowcher wrote in desperation to the Colonial Secretary:<br />
	I applied to Capt Whitfield for the Flour but he refused to let me have it. He said he did not care for the Governor’s order or your letter he should act as he pleased and my Family had not a morsel of Bread or Flour yesterday or today. I must take it by force for really my Family are near starving...<br />
	~~P.S. Every Person in Guildford is surprised at his conduct but he is generally disliked.<br />~~
	Apparently despairing of the situation, the Colonial Secretary asked Lieutenant Heal, another resident of Guildford, to provide Dr Cowcher’s family with a daily quantity of provisions at Government expense, and ordered Captain Whitfield to explain the cause of the dispute between him and Dr Cowcher. From this time Whitfield and Cowcher were bitter enemies and no co-operation could be obtained between them. (Bourke 1987: 58-59.)
