The earliest owner of Lot 31 recorded by [[../hitchcock.html|Hitchcock]] (1929) was 'Robert Menli Lyon' (whose name was actually [[../people/milne.html|Robert Lyon Milne]]), as was the adjacent lot 19.
Since 1903 it has been entirely occupied by Owston's Buildings - which are also on part of lot 19, which it shares with the Bank of NSW.
Lots 19 and 31 were completely vacant in 1869 (Hitchcock) and may have been so until Owston commissioned his building.
