ELECTORS CALL FOR FRESH LOOK FOR VICTORIA QUAY

Around 400 Fremantle folk turned out to Fremantle Town Hall on a wintry Tuesday evening 7 August to have their say on latest ING/Fremantle Ports 6 & 8 Storey Retail, Office & Car-park plan for West End Victoria Quay. WHAT SOME SAID...

♂ “concern in relation to the impact that the ING Development will have on the City of Fremantle. Adverse impact that the proposed ING Commercial Development will have on the heritage values of Victoria Quay and the City West End; its adverse social and economic impact on Fremantle CBD; its failure to comply with the Fremantle Waterfront Masterplan. Urged Council not to support the proposed ING Development at Victoria Quay (Motion 1)”

♂ “spoke in opposition and asked if Council had liaised with the WA Government in relation to this proposal?…

♂ “…..if the land is no longer needed by the Fremantle Port Authority, he thinks that the land should be passed onto the City of Fremantle to use.”

♀ “concerns that the building is unattractive for Fremantle and would not attract tourists to Fremantle... believes that we need to put Fremantle on the map and move forward.”

♀ “Fremantle Waterfront Masterplan sets out a Planning and Development Framework with 5 Stages Clearly Stage 3 has not been implemented – there has been no policy planning for the Commercial Precinct; instead we are confronted with a development application in which a private developer sets out specific uses... Proper planning process has been abandoned. (Motion 2)”

♂ “concerned with the height of the proposal, the transport to and from the CBD will eventually be non-existent and that the public land invested in Fremantle Ports is being used for this type of project... believes that there needs to be proper planning processes put in place and that the Council needs to have proper input into this proposal...also that the community needs to have full input into this proposal too. ”

MOTIONS OF SPECIAL ELECTORS MEETING 7 AUGUST 2007

1.

“IN VIEW OF:

THE ADVERSE IMPACT THE PROPOSED ING COMMERCIAL DEVELOPMENT WILL HAVE ON THE HERITAGE VALUES OF VICTORIA QUAY AND THE CITY’S WEST END; ITS ADVERSE SOCIAL AND ECONOMIC IMPACT ON FREMANTLE CBD; and ITS FAILURE TO COMPLY WITH THE FREMANTLE WATERFRONT MASTERPLAN

THIS MEETING CALLS ON THE CITY OF FREMANTLE, THE WA PLANNING COMMISSION AND THE MINISTER FOR PLANNING TO REFUSE THE APPLICATION FOR DEVELOPMENT AP- PROVAL, AND INSTEAD MOVE SPEEDILY TO:

ACCELERATE PLANNED COMMERCIAL REDEVELOPMENTS IN THE HEART OF THE CBD PLAN A MORE APPROPRIATE, SENSITIVE RENEWAL PROJECT ON VICTORIA QUAY, AND ONE THAT IS MORE EFFECTIVELY LINKED TO THE FREMANTLE CBD”

“SINCE NO POLICY HAS BEEN DRAWN UP FOR THE COMMERCIAL PRECINT ON VIC- TORIA QUAY AS REQUIRED BY THE FREMANTLE WATERFRONT MATERPLAN, WE ASK THE FREMANTLE CITY COUNCIL AND THE WA PLANNING COMMISSION APPLY THE GENERAL PRINCIPLES OF THE WATERFRONT MASTERPLAN WHEN ASSESSING THIS APPLICATION, AND THE RELEVANT SECTIONS OF COUNCIL POLICY DGF 26 PLANNING POLICY FOR THE WEST END OF VICTORIA QUAY, PARTICULARLY s.2.2 DEVELOPMENT PRINCIPLES, AND s.3.3 FOR AREA C, WHARF AND SHEDS”

BOTH CARRIED BY MAJORITY VOTE

THESE WEST END CITY— PORT VISTAS WILL BE LOST FOREVER
