He was born on 21 November 1886 in Fremantle, and "educated by Sir Henry Briggs and at Scotch College. Frank was a member of many boards and involved in many local clubs and associations. He married Hilda Maud Strutton in 1913 and they had three children."[2]
In 1929 the following was written of him:
Mr. Frank Gayton Higham, J.P., a brother of Harold Bateman Higham, was born in Fremantle on the 21st November, 1886, and was educated by the late Sir Henry Briggs, finalising at Scotch College, Perth. He commenced his career as a clerk with Messrs. Wood, Son & Co., in 1903; was a traveller for Union Stores, 1908; accountant for F. Manford & Co., 1910, and founded the firm of J. J. & F. G. Higham in 1911. He was in partnership with his father, the late J. J. Higham, until his decease in 1927. The business is now being carried on with his brother as partner under the old firm name. The gentleman under review is Chairman of Directors of the Union Stores, Fremantle, and a member of the Council of the Auctioneers, Land and Estate Agents' Association, the Fremantle Cemetery Board, and the Chamber of Commerce. From 1915 to 1921 he was a member of the City Ward, Fremantle, and is a foundation member of the Exchange Club; he is also a member of the C.T.A., Fremantle Golf Club, and Vice-President of the Fremantle Orchestral Society. His favourite recreations are golf and tennis. He married Hilda Maud, a daughter of Robert Strutton, of Adelaide, on the 10th December, 1913, and has a family of one son and two daughters. The Higham's are a very old and respected family, the father, the late J. J. Higham, being born in Fremantle on the 14th September, 1856. During his lifetime he devoted much time to public matters affecting Fremantle and succeeded the late W. E. Marmion as member for Fremantle in the House of Assembly on the 3rd May, 1897.
