Frank Cadd was Fremantle Mayor 1904-5.

Frank Cadd was a Councillor in 1903. He was a baggage and customs agent and express forwarder. He lived in Hill (now Knutsford) Street with his twelve children. He provided the funds for the bandstand rotunda on the Esplanade.
The Frank Cadd Building is at 33 Phillimore Street.
